  19. Because legally they aren't allowed to ship any code that supports
  20. analog 33.6K speeds outside the U.S. borders at this time. Since there
  21. is no way to determine that an email address is within the U.S. they
  22. cannot send it that way. Obviously there is also no way to restrict FTP
  23. access to just U.S. locations either.
